Biography
Luis Cordeiro is OneSource CTO. He received an MSc in Communications and Telematics from the University of Coimbra and has an extensive background in the areas of Data Communications, Security, Infrastructure Management and Virtualization. He has several publications in journals, book chapters and conferences.
Since 2015 he has been involved in several participation processe projects, where he focus on the implementation and evaluation of electronic participation (phisical vs virtual). He was the technical coordinator of the EMPATIA European research project (https://empatia-project.eu/) and manager of the EMPATIA opensource platform. In the last years he has participated and supported more than 50 participatory processes in Portugal and throughout Europe.
Biography
Bence Ságvári is Senior Research Fellow at the Centre for Social Sciences and acts as head of CSS-Recens Computational Social Scienc Research Department. He is also an associate professor at Corvinus University of Budapest. He received his Ph.D in sociology at ELTE University in 2011.
From 2011, he is the Hungarian national coordinator for the European Social Survey (ESS), one of the largest cross-national comparative social surveys in the world.
In 2014/15, he was visiting professor at Indiana University, Bloomington (USA). He has been represented as the Hungarian partner in several cross-national comparative survey projects, such as EU Kids Online (EUKO) or World Internet Project (WIP).
Previously he was member of the Pool of European Youth Researchers (PEYR) working for the EU/CoE Youth Partnership. He is the Principal Investigator of the CODE Europe project, a three year transnational crowdsourcing project on air quality funded by the EEA and Norway Grants Fund for Regional Cooperation.
Biography
Since 2003 working to The City of Lisbon, Mr. Ricardo Pita is a Senior Officer in the areas of Corporate Communications and Public Relations, when developed his main activity during the process of Administrative Simplification and Modernization in the Division of Citizen Relashionship.
Mr. Ricardo Pita worked mainly at the Iniciativa Lisboa’ desk, (regarding the relationship with enterprises and investors in Lisbon), as well at the Urbanism Desk, where was working with urban licensing.
In 2019, Mr. Ricardo Pita got a new challenge in the City of Almada where he held a position as Head of Protocol and International Relations and Head of Information, Communication and Image, heading and coordinating the press team as well as the creative team.
Late 2020, Mr. Ricardo Pita go back to Lisbon where is holding a position as Head of Participation.
Biography
Degree in Environmental Engineering in 2001, from the Faculty of Science and Technology, Universidade Nova de Lisboa. In that same institution, he developed the activity of research fellow in a European project in the area of environmental economics.
He started his professional activity at Lisbon City Hall in 2002, where he works in the area of environmental control.
He is part of the team responsible for the noise map of the city of Lisbon, having participated in the preparation of the noise map that was part of the Municipal Master Plan and in the preparation of the strategic noise map and the Noise Action Plan for the city of Lisbon.
He is part of the CML Acoustic Testing Laboratory, being currently the substitute Technical Manager. Since 2020, he has represented the city of Lisbon in the C40 network in the Air Quality area and in the Eurocities network in the Noise and Air Quality Working Groups.
Since 2020 he is part of the team that implemented the network of environmental sensors in the city of Lisbon.
Biography
Degree in Mechanical Engineering, Master in Engineering and Technology Management and PhD in Industrial Engineering and Management, by Instituto Superior Técnico. She carried out her professional activity in the area of renewable energy and energy efficiency, mostly in the private sector. She was president of APISOLAR, Portuguese Association of the Solar Industry, and external consultant for ADENE, Portugal's Energy Agency. She is currently Technical and Financial Director of Lisboa E-Nova, Lisbon Energy and Environment Agency, and member of the Scientific Council of the Center for Innovation, Technology and Policy Research, at Instituto Superior Técnico.
Biography
Giovanni Allegretti has a degree in Architecture and a PhD in Urban, Territorial and Environmental Planning. He is a senior researcher at the Center for Social Studies (CES) of the University of Coimbra, where he co-coordinates the doctoral course "Democracy in the XXI century". Her main areas of research include citizen participation in the management of territorial transformations and municipal Participatory Budgets (Europe, Latin America, Asia and Africa) and the theme of Networks of Cities in the international arena.
International coordinator of the projects "EMPATIA" (2016-2018) and "PHOENIX" (2022-2026) financed by Horizon 2020 on platforms for citizen participation and participation in the implementation of the European Ecological Pact, from 2014 to 2019 he was co-coordinator of the Authority for the Guarantee and Promotion of the Participation of the Region of Tuscany (Italy). He currently also coordinates the Portuguese research units of the projects "Inova Juntos" (with the Confederation of Municipalities of Brazil), "PRODEMO" (on political participation of European citizens in mobility), and "PLUS-Platform Labor in Urban Spaces" (on the economics of platforms).

Roberto Falanga, Master in Psychology and Doctor in Sociology, is a researcher at the Institute of Social Sciences of the University of Lisbon. His research focuses on the themes of civic participation in the basis and implementation of public policies. He is a member of national and international networks and projects, and collaborates with several public entities in the scope and evaluation of participatory initiatives.

Domingos Rodrigues has a degree in Geology and a PhD in Natural hazards and urban planning.
Professor in Civil Engineering and Geology Department at Madeira University Elected Councilor Funchal City Hall for the 201317 mandate, responsible for urban planning, urban mobility, civil protection and participatory democracy departments.
Working among others research areas in natural hazards and citizen involvement in political decision, civil protection, participatory budgeting and urban planning.
Currently working in the project INTERREG Atlantic Area AGEO - platform for geohazard risk management. AGEO launched Citizens’ Observatory pilots in Northern Ireland, France Spain, and Portugal
Biography
Elisa Lironi is the Senior Manager European Democracy, working at the European Citizen Action Service (ECAS) since 2015. She develops and leads ECAS’ European Democracy focus area by implementing EU projects and research studies related to Digital Democracy, Understanding Populism and Civic Engagement. She is the digital democracy expert for ECAS and has been managing several projects on this subject from different EU programmes including Erasmus+, REC, Europe For Citizens and Horizon2020. She is currently the project manager CODE Europe - a three year transnational Crowdsourcing project on Air Quality funded by the EEA and Norway Grants Fund for Regional Cooperation.
Since 2018, she is the ECI Expert for the European Citizens’ Initiative Forum and part of the team working with Secretariat-General of the European Commission on developing and implementing this online collaborative platform. She also conducts research specifically on e-participation practices in Europe and has recently published a book chapter on “Crowdsourcing EU Legislation: Harnessing the Power of Digital Democracy” (2021). Her publications also include “Harnessing Digital Tools to Revitalize European Democracy” for Carnegie Europe (2018), “EU Public Consultations in the Digital Age: Enhancing the Role of the EESC and Civil Society Organisations” (2017) for the EESC and the “Potential and Challenges of E-Participation in the EU” (2016) for the European Parliament.
Biography
Kristina Reinsalu helps central and local governments and civil society organizations to understand:
- How ICT influences the everyday political and societal practices of citizens and society as a whole?
- How governments should respond to expectations and demands of citizens to act not as clients but as partners?
- How to make decision-making processes transparent and participative and what is the added value it brings?
As a Programme Director of e-Democracy at the e-Governance Academy, she leads the ideation, planning, implementation, and monitoring of several local, national, and international projects on digital engagement and open governance and how ICT support these processes. Her passion is local democracy, as she sees it as a testbed for democracy innovations. Her most recent projects focus on how to measure the impact of e-participation initiatives and how cities, when engaging citizens become more resilient in facing green deal challenges.
Kristina holds an MA in Public Relations and a PhD in Media and Communications. She is an internationally acknowledged public speaker on digital engagement and her articles have been published in various international scientific journals and newspapers. Kristina speaks Estonian, English, Spanish, Russian and some German.

Paul Isaris is a graduate of the Department of Computer Science of the Technological Educational Institute of Athens.
He has more than 7 years of professional experience in a plethora of software engineering and project management roles in technology startups, EU projects, NGOs, and open-source projects, as well as teaching.
An agile engineering advocate with extensive experience in leading multidisciplinary teams, building successful technology products and platforms.
As a Senior Software Engineer at SciFY, Paul has
- participated in the design and implementation of SciFY’s open-source web and mobile projects.
- helped SciFY successfully participate in 10 E.U projects (Horizon 2020, Erasmus+, Europe For Citizens).
- helped 2 start-ups build their Minimum Viable Product using agile methodologies, staff, and organize their I.T. departments.
- taught programming to more than 100 kids and teenagers.
